  1. Regarding the Scope of Services described on page 9 of the RFP document, where can we locate/access the “ROI manual”? 

Yes. The ROI manual was one of the documents sent to all potential proponents via email.


  1. If the ROI Manual is not available to the general public, would it be possible to share a copy of said ROI manual prior to the RFP filing date?

  1. What is the anticipated timeline for activities specified in Deliverable 2 (Ad Hoc Consultation Services)? Is it the same as the proposed length of time for the contract?

Each proponent should propose the ideal timeline for all the services requested in the RFP. Proponents should also propose order in which deliverables and tasks should be completed. It is important to note that the end of fiscal year is June 30th, so ideally the project is completed by then, since extending it may require a new contract for the next fiscal year.


  1. Could timeline for submission be extended one week to Feb 16?

Yes, for the benefits of all proponents, submission deadline will be extended one week to February 16th. Every other milestone of the RFP will be extended one week.


  1. For which period does the DEDC have available digital tax forms, annual reports, and relevant appendix for each business sector identified in the RFP?

Digitized annual reports are available for incentives under Act 8, Act 135, Act 73, Act 83, Act 20, Act 22 and their equivalent programs in Act 60, 2019. Even though we have tax returns information on the system, it is scanned and not processed in a spreadsheet format, this may require additional work from consultants. Data from Treasury for tax returns is available up to year 2021 for individuals (Act 22, Act 14, Act 72, and their equivalent in Act 60). Corporations’ data, Treasury is processing it to have it ready at some point in Q2.


  1. Is there a budget allocated for this project?

Each proponent should propose their cost for the required scope of services in the RFP.


  1. What ongoing projects does the DEDC, or other government entities, currently have related to this topic?

This project will be a key input into the Tax Reform Committee created by executive order. Additionally, DDEC is working with FOMB on certain elements of the Incentives Code, including the Regulation for Act 60, the ROI Manuel and administrative orders to guide the implementation of the Code.


  1. What DEDC resources are expected to be involved during the engagement?

The Director of the Incentives Office, a lead economist, and the Deputy Secretary for Strategic Initiatives.


  1. What will their role be?

The Director of the Incentives Office – facilitator for information and data from the Incentives Office

Lead economist – liaison with Planning Board and Treasury and a more project manager role

Deputy Secretary for Strategic Initiatives – liaison for strategy and scope of work discussions as well as role as project manager


  1. Are there collaborative agreements in place between the DEDC and other government entities (such as Hacienda, CRIM, DTOP, ACT, DRNA) to access necessary information and have it readily available for this project?

There is a collaborative agreement with Treasury that allows the sharing of data. Other agreements will be put in place for the agencies that are more relevant.
